WM2016CW OE error

Ive recently run into a draining issue. The tub will only drain about 50% of the time. No odd noises, everything seems fine except for the draining.  Ive pulled the pump and there was lots of String wrapped around the impeller. the impeller is really really stiff.  Do i need to replace the pump? Also, and this has been an ongoing thing, but after a load of wash, my liquid softner container is always full of water.

Ive checked the drain - All clean
Ive checked hoses - No kinks, Everything appears fine

Not sure how to tell if the pump is spinning. I am assuming that its the impeller since its very hard to turn.

If you have voltage to the pump motor and it does not pump the water out then I would replace the pump motor.

Here is the pump for your model washer.
