High side capillary restrictions cause cold high side temp at compressor

Hi I was wondering if I had a high side restriction say after the filter dryer. With this result in root temperature room temperature sensing at the high side compressor port. My thinking is if there is restriction the no gas is moving back-and-forth.
 I am trying to reason as to why the temperature at the exit of the high side on my compressor is room temperature and not hot. Any thoughts on this matter appreciated.
