top wash arm not spinning

My whirlpool wfd520padm7 upper wash arm not spinning. Bottom rack getting clean top rack stays dirty. Replaced inlet valve and upper arm but no luck. Any suggestions i'm at my wits end.

I think the filters used inside the inlet valve contain dirt particles stick to it. Better clean the filters out and check its works or not sometimes the washer starts to spin. My dishwasher also has the same issue and after deep cleaning, it works fine for me.
