Bosch Dishwasher not cleaning

 I have a Bosch dishwasher model SHP65TL5UC/07 that doesn't wash well and doesn't seem to be heating water. I have continuity on motor heater terminals but only measure 16volts ac on wires to the heater. Can anyone tell me what voltage should be. I have heard that the pump motors have had heater failures but I'm not sure where my problem is.

Make sure that the water level is full and the drain is clear before putting in the dishwasher. Next, ensure that the door is closed firmly. If the water level still doesn’t fill up, try a different type of detergent or check whether it's blocked or clogged.

I've been retired a few years, but it used to be that hot water coming into the Bosch dishwasher above 130 f would cause the heater to remain off. Perhaps a current tech could weigh in?
