GE water line heater kit

I've installed a water line heater kit a few times and the water line keeps freezing up. The heater kit itself isn't shorted out.
I've got 13VDC between 12v wire and heater wire. Model Number GSH25JFXJ WW GE side by side. Can't figure out why it keeps freezing the water line. Any ideas would be greatly appreciated.

The insulation in the door breaks down and the line will refreeze. That being said, the only total solution is to replace the door but you might have some success by snaking a piece of monofilament weed-eater line up the the dispenser and pull it back out when the tube freezes again. I've also used an oral syringe and a piece of thin tubing to inject hot water into the spout to thaw them.
