modern range top element design

hello are modern smooth top elements controled by relays instead of variable voltage ? it seems they blast on full with short cycles when on low settings causing scorching. were old coil elements controled by a rheostat that gave a true constant low setting? are there any companies making rheostat controled smooth tops? should i just switch to gas ?

Was any coil element ever controlled by rheostats?  I've been at this since the '80s and I don't recall any.

I also have never seen a rheostat controlled element.
Always just infinite switches and now electronic controlled relays.
