Estate Washer agitates, but does not spin properly

My Brother has an Estate top load washer that will agitate but will not spin, properly.  The drum will try and spin but does not get enough umf to get going.  If you stop the washer and spin the drum til it gets hard to spin then restart the washer it will start spinning, albeit not as fast as it should.  Took the cover off and looked under the washer.  The clutch is spinning properly.  The piece inside the clutch will spin with the drum when spinning properly, when the drum is not spinning properly the piece kinda spins at its own pace.  I think it is the clutch assembly but not positive.  Thanks for your assistance!

Any suggestions guys?  Am I on the right track or way off base.  I am visiting my brother so any help would be great, thanks again.

Either that or the basket drive is shot I would say.
