Convection element

Why is a convection element included when there is already a bake element? And when does the convection element come on? Does it cycle or run continuously?

There are ovens that have a fan but no convection element. That's not true convection, true convection requires a convection element. It cycles like a normal bake element, the fan runs continuously.
