The idler pulley arm is loose i tried to tighten but the screw keeps spinning... plz help

Can you post a picture - the bolt should hold idler pulley in place - it might not be installed in center of hole in the idler pulley arm correctly or possibly stripped.

Did you get your dryer issue fixed?  Most idler pulleys have some play in them, but the wheel should spin freely. If not clean shaft and wheel with alcohol and apply one drop of 3 in 1 oil.
