ge monogram zwe23pshdss no cool

This is a brand new unit, purchased and left in the wrap for a year, plugged in and no cool. Am looking for the manual. I did get voltage (386?!) at the compressor. thank you.

check to see if condenser tubing leaving compressor is getting warm....
are the lights in fridge on

are any of the fans running

so, if i measure 386 on the black to orange leads, something is wrong?

So, my advice to them to be the squeaky wheel paid off, ge is sending a repair person for them.
