Yes, those switches are actually the ground switches so if the panel is off you want to actuate both switches, front and rear, as if the panel were on. It is weird because most of these units will run fine with panel off but every so often you come across one that won't run with panel off or runs erratically with panel off. Inside the machine just follow the ground circuit and visibly inspect the wires and their connections. I think they run to mcu, motor, tub and grd switches. You are just checking for corrosion, pinching, hot spots etc. I hope that mcu fixes you up, I bet it will.
