GE Stove mod# PGS950SEFSS proper operations questions

Went out to service this stove customer complaint :  The power burner is not working properly, there is a small burner inside the power burner were the flame does not seems to be adjustable. The inner flame stays the same until you turn the adjustment for the inner flame to low then it goes out. The power burner flame works good. I did not see any adjustments for the power burner. I know some power burners have 2 adjustments for the outer flame and inner flame. This burner has neither.

The left rear burner: flame stays the same  until you turn off the gas. I turned the knob associated with the left rear burner from hi to low no change in flame. I tried adjusting the flame but it seems there was no adjustment screw.

I am not sure if this stove is operating correctly or has problems
