whirlpool elect dryer thermo cut off fuse blowing

I was looking on why an elect dryer would keep blowing the thermo cut off. I notice that this tech put dryer cycle on no heat and then checked the heater terminals and there was continuity coming in so when the dryer was off the current kept going to the element and would blow the fuse. Has anyone come across this situation. As far as clogged exhaust and all other things that could trigger this have been exhausted . Also when i checked the fuse ,it had continuity, but when i took both wires and brought them together the dryer would start. To me there is something i am missing, also this tech stated the control board was bad, i dont recall the model of the dryer, butwhen he took the board off , there was a burnt spot on there, anybody ever came across this situation pls post on here so we can get to the bottom of this situatio. If you run it on air only and it continues to heat, it's a stuck relay on the control board. Replace the relay or the board. Sometimes a component will have continuity with meter but will open under load. Measuring voltage drop is a more reliable way to check continuity.

thanks tgoods I will check and or solder in a new relay next time i come across something like this
