wash amana   spin and pumps at same time puts water over the outer tub onto the floor

older Amanas had a brake that was supposed to keep the tub from turning during agitation.

I reread your original post. The washer is supposed to spin and pump at the same time. So if water is coming over the top of the tub look at why the pump isn't removing the water
