Tempstar heat pump all running no cool air

I have a 3.5 ton Tempstar split heat pump.  Thermostat is set to cooling.  Both air handler and condenser fans are running. No cool air is coming from vents.  My copper refrigerant lines are just air temperature.  I know the large line should be cold and small copper line warm.  Both are neither.  No warm air is coming from condensor fan either.  Have did ohm check on compressor windings.  Have continuity on all terminals.  C to R is 2.0-2.5 ohms, C to S is 2.0-2.5 ohms, R to S is 3.5-4.0 ohms.  Compressor gets very hot to touch after running for a few minutes (not sure if this is normal).  Have checked start capacitor with ohm meter and all terminals are open.  I am a basic troubleshooter and have limited knowledge on HVAC.  I thought it might be low refrigerant but I thought low pressure cut off would prevent condensor unit from coming on if this was the case?  Thanks in advance.

yes it sounds like low charge the LPS is meant to prevent the compressor from running in a vacuum. it may also be a bad capacitor testing one is easy with a analog meter or one that will check continuity with a beep. switching the test leads back and forth on the c and herm terminals will cause a short beep or a sweep of the needle with it falling to open with an analog meter

Found the problem.  Ended up being a leak in two tiny copper lines inside the air handler where the return is located.  These two lines were touching and over time vibration caused them to rub and create a tiny pinhole in each.
