Kenmore 110.28002011 washer won't spin or agitate

My top load Kenmore will neither spin nor agitate.  Going through the tech manual automatic test neither the spin nor agitation test results in the basket moving, however, I do hear a couple of clicks when entering those modes that would seem to indicate that the shifter is doing something.  After running the automatic test the fault code of F7 and an error code of E6 which translates to "Motor Fault - Indicates an open clockwise or counterclockwise circuit of the motor".  Further it would appear that all of the connectors, top and bottom, are secure and the basket turns freely.

I'm willing to continue with the multi-meter testing, however, it seems to be asking to check for voltage information with the wires connected and I'm struggling with how I'm suppose to accomplish that without stripping wires.

Would love some help with a) what's the chance that the motor is the problem here? and b) can someone explain how to accomplish the voltage test with the connectors engaged as described above?

First lets take the simple steps. Tilt the washer back so you can look under it.  Do you see black residue under the washer when you tilted it back? See the white guard covering the drive belt? First remove the cover (2, 5/16th screws). Inspect the belt and pulleys. Is the belt slipping? worn? Report back.

There is some black residue on the pulley and the noise supression pad under the washer, not a lot.  I'd replaced the belt just a couple of months back and it's still tight fitting.  I don't hear anything from the motor when it should be engaged do I don't think it's spinning at all.

Also verified by watching for the motor spinning.  It's not turning.

Also verified by watching for the motor spinning.  It's not turning.
F7E6 - Motor Fault: Follow instructions for test #3b in the Tech Sheet (located inside the front panel, must lift top panel to access).
If Drive Motor runs:
1) Something could be stuck between basket and tub - See if basket rotates freely in both direction's.
2) Be sure the Big Belt Pulley (mounted under transmission) nut is tight (remove plastic belt cover).  If nut is loose then use Blue Lock-Tite (available at Hardware Store) on the threads and let sit overnight before running washer.
If Drive Motor won't run and makes a humming/buzzing sound when it's suppose to Wash/Agitate and Spin then:
1) Remove Belt and see if Drive Motor will run on the Drain/Spin (or Spin Only) Cycle.  Reply if it does for further assistance.
2) Check for a broken wire (might be the red wire) under the tub near the black tie straps or on the motor/capacitor/shifter wire connector since this has been an issue.
3) Test the Motor Capacitor (round black part with 2 wires, next to the Shifter) with a Digital Multimeter but must ground it first before testing - Unplug washer, use a flat head screw driver with rubber handle then touch both leads on capacitor with end of screw driver afterwards remove wires and verify continuity with meter.

NOTE: Anytime your remove and reconnect wires then you must run the Calibration Test Mode (see Tech Sheet) before using the Washer.
