I have used "The Works" brand toilet cleaner on those nuts.  This toilet cleaner is available at Big Lots, and is basically dilute  hydrochloric acid.  It eats up mineral deposits like nobody's business.  A little of that, and a scrub with a toothbrush really does wonders.  Sometimes it is the minerals that really lock things down.  But be careful, 'cause it will stain stainless steel black.

Of course, you might just need a bigger hammer.... :D

Thank you for posting this suggestion.  I didn't have a spanner wrench, just a pipe wrench, and after pounding on it for awhile and having no luck I found your post and tried the HCl based toilet cleaner I had.  It worked beautifully!

I keep a bottle of the stuff in my truck.  It helps! 

I also will fill the washer with hot water and let it sit before having a go at it.  The heat helps sometimes too.
