My Washer will Fill with Water, Agitate & Drain but it won't Spin and I hear a humming/buzzing sound at the Drive Motor.
However, when I manually turn the Basket CCW then it will Spin.
Therefore, would this problem be related to the Clutch Kit Assy., Drive Motor, Capacitor or Timer?

Check the capacitor first, look for leaks or separation on top of it. See if it will discharge a spark, that sort of thing. It could be the clutch liner which is an easy fix, it could be the main drive pulley which is also easy to fix. I did a crude video showing how to swap the clutch liner out :

  The capacitor is only used for starting the motor and since it runs ok in both directions, the capacitor appears fine. As far as the main drive pulley, this is a direct drive washer and doesn't have a drive pulley. The basket normally spins clockwise so it would be better to help get it going if necessary by hand spinning it in that direction. I suspect you just have a faulty clutch but it could also be a bad drive block or clothing between the tubs.
