Speed Queen won't stop filling/draining

I have a Speed Queen BX218 commercial type washer, not a coin op, just a beast of a home use washer.  It is continuously filling and draining.  I'm an auto tech, not an appliance repair tech, so any help you guys can give in diagnosing and repairing would be much appreciated.  Thanks!

Is it siphoning out as it fills? Make sure you have an air gap.

The hose isn't kinked, or sealed or anything. It hasn't been moved or touched, just started doing this all of the sudden.

I've never worked on one of these but I'll give it a shot.  It looks like it has a dump valve rather than a drain pump.  The valve must be sticking open for the some reason.  I could be as simple as something stuck in the valve.  I could be a jammed valve motor.  Test the valve motor for continuity.  Direct test it with 120vac. The whole valve assembly is part #93174. The valve motor is #85008AP. The valve body is #93634 . Here's the illustrated parts breakdown.
