Oven temperature won’t regulate, digital readout says 100 degrees all the time even though it burns everything.

I took a look at the wiring diagram for this unit.  Check your oven sensor, it should read approximately 1080 ohms at room temperature.  If this is correct, you could try cutting out the connector to the oven sensor and using wire nuts.  If this doesn’t help, you are most likely looking at a control board part number Wp74008640.  The oven sensor is part number 12001655.

Replaced sensor, still doesn’t regulate. Next would be the control board, or should we just scrap it and buy a new one?

Temp defaults to 100 degrees when it's turned on.. it never moves after it warms up. Oven gets very hot. Do you think a control board will remedy this issue?

Try setting it on the lowest bake temp available, probably about 170 deg.F,  Does it still overheat?  If so, the board likely has a bad relay. To confirm, unplug the oven or turn off the breaker.  Pull wires to bake and broil off the board connectors then check continuity through the relays.  If you have continuity, the board is bad.
