Title: Maytag MSD2651HES Side By Side Refrig Side Too Cold on Bottom

I have this Beautiful Stainless Maytag Side by Side Refrigerator Model #MSD2651HES where this Fridge is getting too cold in the lower portion of the Refrigerator. Both Cold Controls have been replaced and the Damper Open and Closes but the lower portion of the Fridge Freezes the Water Bladder and is way too cold. There are two opening for air flow at the bottom, one for meats that has a slide adjuster and a back vent holes. Is this normal or am I missing something? When the water bladder is full it will freeze and not allow cold water for flow through the front door dispenser. Top portion of refrigerator is 39' Degrees - Lower Portion is 12' Degrees??? Can figure this out and it seems the Refrigerator is constantly running and not cycling off.

Check to be sure that the interior lights go off when the door is closed?

return air duct completely open? not particially closed?
my guess would be an evap fan not turning at full RPM.

Since the lights are not staying on then as mz3own said there is probably a problem with air circulation in the fresh food section cusing the large temperature gradient that you see.
